ScottMadden Reviews NARUC Draft Manual on Distributed Energy Resources

ScottMadden, Inc., one of North America's leading energy consulting firms, recently developed an overview of the draft manual presented by the National Association of Regulatory Utility Commissioners (NARUC) titled, "Distributed Energy Resource Compensation." With the rising significance of rate design issues and its impact on policy development, the NARUC draft manual was written in response to the increased penetration of Distributed Energy Resources (DERs) in the energy landscape. The draft manual provides guidance to regulators facing challenges associated with changing utility business models and regulatory framework.

ScottMadden developed a report which provides an overview of DERs, a summary of the NARUC report, industry response to the NARUC report, and key questions utilities must address in relation to DERs, titled, "Summary of NARUC Manual on Distributed Energy Resource Compensation."

"We believe NARUC did the industry a tremendous service in developing this manual. Recognizing that not everyone may have time to read the full 66-page report, we thought it might be helpful to develop and share the `Cliff's Notes,'" said Stuart Pearman, partner and energy practice leader at ScottMadden.

The final version of the manual is expected to be issued by NARUC's Staff Subcommittee sometime in late November.
