    Europe: Written question – Renewable hydrogen – an added value for partner countries? – E-001905/2022

      The Global Gateway strategy will mobilise infrastructure development investments of up to EUR 300 billion in the current financial period. According to the joint communication from the Commission and the High Representative of the Union for Foreign Affairs and Security Policy of 1 December 2021 entitled ‘The Global Gateway’ (JOIN(2021)0030), the Commission and the VP/HR will work with partner countries that have the potential to develop their renewable hydrogen production and promote the creation of competitive markets to enable such hydrogen produced outside the EU to be traded internationally without export restrictions or price distortions.

      1. Given that the intention is to produce ‘renewable hydrogen’ in partner countries for international trade, could the Commission provide concrete data analysis which will ensure that the potential of such investment policy not only serves the EU’s energy needs but is an added value to Africa in achieving the SDGs?

      2. How will the production of ‘renewable hydrogen’ for export be able to respond to the major issue of energy poverty in developing countries, notably in sub-Saharan Africa where 600 million people have no access to electricity? Would hydrogen be the best use of renewables in partner countries?

      3. Could the Commission provide more information on the legal basis and the type of EU funds which will be dedicated to such investments, as well as the countries concerned and related flagship projects?
