In order to use electricity at the price of PLN 785/MWh, local government units, micro, small and medium-sized enterprises and entities providing basic public utility services should submit a relevant declaration to their energy supplier by 30 November this year. The statement may be submitted in paper or electronic form (i.e. a file bearing a qualified electronic signature, a trusted signature or a personal signature sent by e-mail).
The template of the declaration is attached to the Regulation of the Minister of Climate and Environment on the model of the authorized recipient's declaration .
The possibility of applying the price of PLN 785/MWh was introduced thanks to the Act of 27 October 2022 on emergency measures aimed at limiting electricity prices and support for certain consumers in 2023. The guaranteed maximum electricity price will be used by energy sellers for settlements with eligible customers, including public utility entities, local government units and micro, small and medium-sized enterprises.
The Act also specifies the maximum electricity price of PLN 693/MWh for household consumers for consumption above the limits:
2 MWh (all households),
2.6 MWh (people with disabilities),
3 MWh (people with a Large Family Card and farmers).
Households do not have to submit any declaration to take advantage of the electricity price of PLN 693/MWh. The electricity seller will independently make the appropriate settlement of the recipient.
Household consumers, until consumption exceeds the indicated limits, use electricity at prices "frozen" at the price level in 2022, which is guaranteed by the Act of 7 October 2022 on special solutions to protect electricity consumers in 2023 in due to the situation on the electricity market. For this purpose, they also do not have to submit a statement in order to benefit from the 2 MWh limit in settlements with the energy seller.
Only households that want to take advantage of the frozen electricity prices in 2023 in the increased limits of 2.6 MWh or 3 MWh must submit declarations to their supplier by June 30, 2023. Information and templates of declarations for household consumers can be found at their sellers energy.
Supplements for the purchase of fuel for sensitive entities
We would also like to remind you that until November 30, 2022, sensitive entities may also submit applications for allowances for the purchase of fuel.
The application for the payment of an allowance for certain non-household entities for the use of certain heat sources is intended for sensitive entities, including: hospitals, schools and kindergartens, social assistance centres, cultural centres, care facilities, etc. On the basis of the application, these entities may apply apply for an allowance for the purchase of fuel, including: coal, coal briquettes and coal pellets as well as wood pellets, piece wood and other types of biomass, liquefied natural gas (LNG) or heating oil.
