The buoyancy block assembly comprises a plurality of steel pipes arranged on a floating bridge of the tension leg floating type fan foundation and a plurality of temporary buoyancy blocks arranged on the steel pipes in a stacked and sleeved mode. And water is injected into the temporary buoyancy block to enable the tension leg floating type fan foundation to reach the draught suitable for wet dragging, a tugboat is adopted to wet drag the tension leg floating type fan system to a fan position point, water is continuously injected into the temporary buoyancy block to enable the tension leg floating type fan foundation to reach the preset draught, and a top end connector of a mooring rope is connected to a mooring point. Whole wet dragging of the small waterplane tension leg type fan can be achieved, and installation of the mooring rope can be completed under the condition that a large installation ship does not need to be righting."
