The municipality of Zamora where electricity will be at zero cost

    November 21, 2022 - CE Noticias Financieras

The City Council of Trabazos de Aliste (Nuez, San Martín del Pedroso, Villarino tras la Sierra and Latedo) will create the first energy community in the province of Zamora.

The objective is to provideservice to all families and neighbors of the municipality who wish to be part of it.

The ambitious and innovative initiative promoted by the City Council chaired by Mayor Javier Faúndez Domínguez, aims to advance energy efficiency in homes and thus support the use of locally generated energy, with lower consumption and low supply rates.

In times where high energy costs are a real headache for the most humble families: with this initiative, the households of the municipality could be freed from the electricity bill, practically (without any family investment) until approximately the year 2053.

From the City Council of Trabazos de Aliste will provide full support for the development and implementation of this association, through financial support and the transfer of public land to carry out the desired energy use.

      Cost

At the moment, the relevant preliminary studies have already been carried out, on which the installation of 5 different photovoltaic plants will be proposed, one in each village, with an installed power of approximately 262 KW (peak power), which will entail aneconomic investment of around 310,000 euros, with 60% of aid. The families will be partners at zero cost, since 40%, about 125,000 euros, will be provided by the City Council from its own funds.

The project is planned with installations in the five localities of the municipality Nuez, Latedo, San Martín del Pedroso, Villarino tras la Sierra and Trabazos; and with the incorporation of the neighbors of the municipality until reaching 425 members (houses), only for registered residents, which will form the energetic community. The project will also be open to businesses in the municipality.

The Ministry for Ecological Transition and the Demographic Challenge, together with the IDAE (Institute for Energy Diversification and Saving), has just published the third call for grants for pilot projects of energy communities with the aim of promoting innovative projects of new energy communities.

      Production

The will of the Trabazos City Council is to carry out all the necessary procedures so that the association is in a position to apply for European Union funds in this call and "to provide a resource for all registered in the municipality to lower their electricity bill for thirty years. Energy production is estimated at 395,840 KW per year. The estimated savings for the thirty years would be between 2.2 and 3 million euros.

Photovoltaic installations will be built in each of the villages, sized according to the number of dwellings associated with each population center: Trabazos 78 KW, Nuez 73, Villarino tras la Sierra 19, Latedo 14 and San Martín del Pedroso 16.

The first step will be to apply for aids to the new call of the IDAE, estimated at 60% of the total investment (186,000 euros), at the same time that other compatible aids will be processed. In the case of granting of these aids, the Town Council of Trabazos will provide the remaining amount, 124,000 euros, to the neighbors, and the families will not have to contribute a single cent. Those interested and registered will only have to provide the last electricity bill.

Each registered person will receive one share and the businesses of the municipality two, thus becoming co-owners at zero cost. The 5% of the production will be sold to cover the cost of maintenance. In addition, 15% will be reserved for future additions.

Energy communities can carry out multiple activities: producing, consuming, storing, sharing or selling energy. An example of this type of activities on which they can be based is self-consumption or distributed generation, which is an important factor for energy savings for many families, especially for the most vulnerable ones. In addition, it avoids dependence on conventional electricity companies and increases competitiveness in industry.

The IDAE emphasizes that "the environmental benefits are important, with a decrease in the energy consumed, an increase in distributed renewable energy or a reduction in the fossil fuels used; as well as the social benefits, with citizen empowerment, creation of local employment and a community fabric or the reinvestment of the benefits of the activity in priority aspects for the community. At the same time, greater citizen participation in the energy sector is crucial for change, reinforcing the role of citizens and guaranteeing the right to energy.

Several important advantages of local energy communities are: "They provide citizens with fair and easy access to local renewable energy and mobility resources; users will be able to take control and have greater responsibility for the self-provision of their energy needs; creation of investment opportunities for citizens and local businesses; and the possibility of creating revenues that are generated and remain in the local community itself, increasing the acceptance of renewable energy development.

Internal decision-making is based on democratic governance, ensuring that community autonomy is maintained. Additionally, energy communities lend themselves to public-private-citizen partnerships, a model that is still underdeveloped in Spain but is clearly on the rise.

The municipality of Trabazos de Aliste has 835 registered residents, of which 446 are men and 389 are women. By towns Trabazos, with 356, is the one with more population; followed by Nuez with 298, Villarino tras la Sierra with 62, San Martín del Pedroso with 68 and Latedo with 51.

The neighbors of the municipality of Trabazos are clear: "Everything that is progress and saving is welcome", giving their support to the first energetic community of Zamora.
