situation
Due to the importance of access to electricity for national development, the Kenyan government identifies electricity generation and supply as key factors in its Vision 2030 development plan. The plan states the goal that Kenya should become a middle-income nation by 2030. At the same time, a 30 percent reduction in emissions is being sought as a national contribution to climate protection. In addition, the government has set a target to provide universal access to electricity by 2022 and to fully switch power generation to renewable energy by 2020. Fluctuating renewable energies in the form of wind and photovoltaics are playing an increasingly important role in state planning for the expansion of energy supply: In 2018, 364 MW were fed into the national grid (about 13 percent of the total installed capacity of 2720 MW). The wind farm in Loiyangalani on the shore of Lake Turkana with 310 MW and the photovoltaic system in Garissa Country with 54 MW contributed to this. The third medium-term plan for 2018 to 2022 (MTP II) provides for the additional feed-in of 388 MW of PV energy and 490 MW of wind e
