WASHINGTON, Jan. 20 -- Three members of Congress have issued a joint public comment on the Environmental Protection Agency proposed rule entitled "Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review". The comment was written on Dec. 10, 2022, and posted on Jan. 18, 2022:

On November 15, 2021, EPA published its proposed regulations on the Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review (86 Fed. Reg. 63110) ("Proposed Rule"). EPA provided a 60-day comment period on the Proposed Rule, however, due to its length and complexity we urge you to grant an extension of the time within which to comment.
The implications of the Proposed Rule which applies to both new and existing sources, will expand across the entire oil and natural gas industry. Wyoming ranks 8th in the nation in oil production and 9th in natural gas production, and as such, Wyoming constituents and the state will be directly affected by the Proposed Rule which represents a significant change to the current regulations.
Specifically, the proposals for existing sources will be difficult to review due to the immediate and broad impacts they will create. As such, it will require a substantial amount of time and effort to determine the mechanics associated with the Proposed Rule, as well as to gauge the overall impact to the industry.
With the aforementioned in mind, and on behalf of our constituents in Wyoming who are going to be directly affected by the proposed regulations, I urge EPA to grant a 60-day extension of the comment period to allow for the time it will take to fully analyze and understand the implications of the proposed rule and to provide meaningful comments. We appreciate your prompt attention to this request.
