Chubu Electric Power: Application for special approval of final guaranteed supply provisions due to the continuation of measures to alleviate drastic changes in electricity rates

    September 12, 2023 - Contify Energy News

Chubu Electric Power Power Grid Co., Ltd. has applied for special approval of the final guaranteed supply terms. This is an application to continue applying drastic change mitigation measures related to soaring electricity rates. The last guaranteed supply fee measure will continue to be implemented from October 2023 usage to December 2023 usage. A reduction of 1.8 yen (tax included) per kilowatt-hour will be applied to customers with high-voltage final guaranteed supply contracts.

      Original Press Release:

Sept. 12 -- Chubu Electric Power Co., Inc. issued the following news release:

Today, we filed an application with the Minister of Economy, Trade and Industry for approval to continue applying drastic change mitigation measures related to the rise in electricity rates for contracted customers under the Final Guaranteed Supply Terms and Conditions (Note 1).

Regarding measures to alleviate drastic changes in electricity prices based on the "Comprehensive Economic Measures to Overcome Price Highs and Realize Economic Revitalization" approved by the Cabinet on October 28, 2022, we will be implementing the National Electricity and Gas Price Drastic Change Mitigation Measures Project. (Note 2), we are implementing measures for final guaranteed supply charges until September 2023 usage (fees billed as October 2023 usage).

Recently, we received a request from the Ministry of Economy, Trade and Industry to continue supporting electricity charges, and we will comprehensively consider the following aspects: cooperation with the government's economic measures, etc. based on the economic situation, and reducing the burden on customers. , we will continue to implement drastic change mitigation measures (hereinafter referred to as ``this measure'') regarding the final guaranteed supply fee for the usage period from October 2023 to December 2023 (the fee to be billed as the amount from November 2023 to January 2024).

Specifically, for customers with high-voltage final guaranteed supply contracts, fuel cost adjustments will be applied to electricity used during the period from the meter reading date in October 2023 to the day before the meter reading date in January 2024. Subtract 1.8 yen (tax included) per kilowatt hour from the unit price. (Note 3)

Customers do not need to take any steps to apply this measure. Additionally, customers will be notified on their monthly meter reading slips that the reduction due to this measure has been applied. (Refer to the attached “Notice of Electricity Usage (Final Guaranteed Supply Charge) Sample”)

Since this measure is an emergency and provisional measure, we have applied for approval as a supply condition other than the final guaranteed supply terms, pursuant to the proviso to Article 20, Paragraph 2 of the Electricity Business Act (Note 4).

We will notify you once we have received approval from the Minister of Economy, Trade and Industry.

      Footnotes:

(Note 1) From the perspective of protecting customers who are unable to receive electricity from any retail electricity provider, the final guaranteed supply covers electricity until the start of the contract with the retail electricity provider. The supply is guaranteed by the general electricity transmission and distribution company. Last guaranteed supply is for special high voltage and high voltage customers. For low-voltage customers, a deemed retail electricity utility (a business company that takes over the retail division of the former general electricity utility; in our jurisdiction, Chubu Electric Power Mirize Co., Ltd.) is responsible for supplying electricity.

(Note 2) Government's Measures to Alleviate Drastic Changes in Electricity and Gas Prices

This is a measure to counter soaring energy prices that was included in the "Comprehensive Economic Measures to Overcome Price Highs and Realize Economic Revitalization" decided by the government in October 2022. We provide rate discounts that are reflected directly in monthly bills, directly reducing the burden on households affected by rising electricity rates and on businesses that have difficulty passing on the price.

(Note 3) Based on the model calculation (power consumption: 20,000 kWh/month), the monthly charge will be reduced by 36,000 yen.

(Note 4) A general electricity transmission and distribution business operator, Article 20, Paragraph 2 of the Electricity Business Act shall provide final guaranteed supply under supply conditions other than the terms and conditions notified pursuant to the provisions of the preceding paragraph (hereinafter referred to as "final guaranteed supply terms and conditions" in this article) . Do not do this. However, if there are special circumstances that make it difficult to comply with the final guaranteed supply terms and conditions, this shall not apply when the final guaranteed supply is provided under supply conditions approved by the Minister of Economy, Trade and Industry.
